I would say " I did that when I was a kid. too." Tell your mum and dad what you did.
It may have been okay then but not now.
PS You need to pour a bucket of water over the kid and say " Do you like that"
Do it more then once if you have too.

That would be a surprise! After I got over the shock, I would go home and change clothes. I have found, that little kids don't usually think that sort of thing up on their own, I wouldn't want to react in such a way, that it would encourage them to do it again!

Nothing. It is only a little kid, and as for the water part no big deal, it is only water I am not made of sugar I do not think I would melt.

I would find them and tell them that they should not do this. If a parent is there I would tell them first. But if this is an older kid, good luck. Still, it needs to be understood in some way that you are not going to take that!!!

It depends. If it was as hot as it was here in Texas today, I'd probably just keep going, feeling better.
If it was cold......I would most likely chase him down, hoping he'd be running to mommy, and have a talk with her!
