Don't know what kind of car, but yes, most likely you could still have headlights, even though the rest of the lights are out.
The headlights are usually on their own circuit, and their own part of the switch.
The headlight switch has two parts, one for headlights, and one for all the other lights. That's how you can have parking lights and headlights, nd the tail and dash lights work for both.

For you guys that said he has a short in the system; the fuses would blow. That's what they do, protect the system from shorted wires.
He has an open circuit, and it's probably the light switch assembly.

i own a repair shop,,and yes one part of the switch can be out,,and you will still have head lights on the car,but it can knock the other lights out on it and it will cause total darkness on the dash lights,,i do this for a living,and see this all the time,as for the tail lights it will knock them out also,,you may need a new light switch on it,,they can be dangerous when they go out like this,,i had one catch fire on me,,,id have it checked out as soon as i could ,,good luck i hope this help,s

yes, if the headlight switch fails in the tail and dash circuts, you could still have headlights that operate normally.

Tail lites &dash lite are on the same circuit ,if the fuses are good you have a short. If the headlite switch went you would have nothing.
