(1) Go to Centry 21. This place has real top labels fashion at deep discount prices (40 % to 70%). Most of Wall Street goes there to buy. One caveat is that the merchadises are hit or miss in terms of your style and it will be off-season items. For suits, this should not be a problem.
(2) Barney's NY has an annual sale in late August for about 2 weeks. Again, mostly off-season but top fashion labels at deep discounts.
(3) Stay on top of the Samples sales that happen all over town. Here is one link you may want to check out regularly: Fashion Democracy.

Wow $1000. You have a large budget. With that money try Brooks Brothers. YOu can get a very nice suit for ~$900. My budget isn't as big as yours so I usually shop at Macy's, Jos. A. Bank, J. Crew and Banana Republic.

Try Macys, Bloomingdales, or even H&M (really cheap, like less than $70 for the entire suit).

You know what Ebay has some great men's suits or go to chinatown they have a ton of places that will make you one.
