There is no need to capitalize p.m. as it is not a proper noun, just a reference to time in latin.

Actually, You do capitalize it but you have to put the period after the "P" and the"M"..... Like so.. 3:00 P.M.

i personally capitalize and use P.M. but
i know many people, books, and web sites that do not and instead use p.m. or pm... so i am not really sure =(

Yes. You capitalize and abrreviate PM.
The period is AFTER the M.
For example if I say 10 PM. is normally my bed time.
There is also a space between the 10 and the P
