Throughout the ages, the powerful among us have been self made. Bill Gates is one example. There are many others. The ones responsible for the weak and powerless are the weak and powerless themselves. They have had the same opportunities and education as anyone else, but they have chosen not to utilize those assets. Therefore, they prefer to sit back and let others rake in the money and become rich and famous. I don't care how underprivileged a person is, there's always a way out if the person is determined and motivated. The trouble with our society is, we make it too easy for those on welfare by giving them handouts. They can go to work like everyone else, even if its something menial like dishwashing. The only ones who deserve a break are the children, the elderly and the disabled. However, the disadvantaged won't get any sympathy from me. I had to come up the hard way, and if I can do it, so can they.

Do you mean responsible for CREATING them or responsible for SUPPORTING them?
Creating them is a combination: they became weak and powerless partially through the actions of the strong and powerful, partially through their own inactions in rising to the challenges placed before them. Many, many people from the weak and powerless classes have risen from the bottom to the middle or to the top.
For SUPPORTING them, in a free society they are responsible for supporting themselves. But there are many government programs designed to help them. Some say these programs are a crutch that takes away their dignity and keeps them weak. Some say these programs are a path to potential prosperity. I think it depends upon the recipient and the use to which they put these programs: they can choose to live on them forever, or they can choose to use them to make a better life for themselves.

Weak and powerless in what way? Since when is power a right? People from time to time need a hand up, and it is up to us in society to help them. But the problem comes in when the expect the hand out and they want it for life.

Some homeless will be homeless no matter what you do for them.
But some I blame on the ACLU. The ACLU filed suits to keep people out of "homes" where they may have been mistreated. But when these suits turned many out onto streets that they were unprepared to face....Well sometimes it is better to let well enough alone until you have a BETTER solution!

depends on which rhetoric you listen to. the Repub say individual responsibilty is neccessary, then blame all others for their failures; the Libs would like us all to be responsible for one another but that hasn't worked very well either
