While the discoverer has traditionally been the one who decides what to name an element, many of the element discoveries are contested by different researchers.

In the end, it's IUPAC that decides what the name of an element is.

normally the person who discovers it or someone names the element for the person

The discoverer obviously, but IUPAC (International Union of Pure and Applied Chemistry) decides if it's to be justified to give the suggested name according to nomenclature rules & norms etc.
