Some video editing programs might do this, but it sounds like you want something in HTML domain. Adobe's picture editing program may do that. Microsoft's may also do that. Some digital cameras come with programs to make slide shows to which you can add your own music. Check download.com to see if there are any free programs that will suit your needs.
