Well, the reason a transgendered person would dress and the reason a transvestite would dress are very different. A transgendered is somebody who is mentally 'wired' as the opposite sex than their body. A transvestite is usually a straight person who dresses in the opposite gender's clothing.
I've seen answers that indicate that transvestites dress for fetishes, or protests against society, but I think at least in some cases, it's much easier than that. Like Chris said, women's clothing is softer, prettier and more interesting. But more than that, I know some people who crossdressed that did it simply to share the same experiences that their girlfriends enjoyed. They found it to be a bonding between them. They loved the sharing.

I'm asking this question myself over and over. I don't understand the reason I feel a rush to do it. It's like that naughty thing you do that makes you feel so good. Sometimes I think I would like to experience being a woman. Sometimes I think it's just a matter of trying something different than the usual routine. I don't know even if there is a "one answer fits all". I know that in some moments I would love to be a woman, and maybe this is the closest I can get to be one. This is my 2 cents.

First of all, I think your 80% is skewed. I know this won't get me points but actually a much larger percentage is at least curious or bi. Many TG's feel they are happier as women and some feel they were robbed of their true bodies at birth. For many others, they just get a thrill out of the clothes and nothing more. It is a very complex question.

Some who crossdress are turned on by the 'naughtiness' of it, others feel happier as women. How many straight girls wear men's clothes? It was a fad in my high school generation to wear guys' jeans and roll the waistband over. That didn't make them lesbians. I know transgendered people that are straight. I don't know about the statistics, because any statistical info is flawed by the sheer controversy and dishoorability about truthful answers.

There's a difference between a drag queen and a transgendered woman. Transgendered women really are women that are born into male bodies, while drag queens still identify as male, but dress as women for entertainment. If a woman is transgender, then she doesn't just dress as a woman for entertainment.

If you had lived in ancient Egypt or Rome a man wearing a dress and make up was the norm. My point? Society dictates what is 'womens' and 'mens' clothing so maybe some of them are simply cocking a snook at society.

A lot of people will attempt the complicated answer. I will give you the simple one: they love the feel of certain kinds of fabric against their skin. Often women's clothing is cut differently so it permits more comfortable movement. There. That is the simple answer. Now, hold onto your hat for the longer and more complicated answers! Go to see that movie "Priscilla" I definetely only lke men in straight men's clothing. Not the fetish, not the women's undies, not the stockings, not the SM clothing... what the heck with American MEN... poor them... how come they became the werdos alot ! Sorry I can't stop my mouth. They're only clothes! Russell Brand wears womens jeans and they suit him. Why should only women be allowed to wear mens clothes without anyone batting an eyelid. I don't see a problem with with - little bit of sparkle & glitter cheers everyone up!
