It does sound like your power supply went out. A replacement would be 30 to 50 bucks but they're a pain sometimes to change. As for your computer restarting and locking up like that, it's possible your ram memory chips have come unseated (slightly disconnected but otherwise unnoticable to the naked eye). If you replace your power supply (that's why your fan quit working - no power), then remove your memory chip(s) and then snap them right back in. Then restart your computer. Try this several times. If that doesn't help, then chances are your motherboard is shot. Remember though, anytime you're working on the inside of your computer, you must keep one hand on the metal frame at all times to keep static electricity from damaging any hardware. Good Luck!

try to get another computer. or u can go to a technician and ask. if nothing works which it should then get your money back. I have heard some complaints about e machines from one of my friends. But, windows is always good. If you need help more please email me. Thanks to u.
