Many academicians believe so.
In my doctoral studies, there was much discussion on this topic. It is generally believed that cultures do evolve, but they evolve along their unique cultural tract. At one time it was believed that cultures would evolve along the western civilization experience. In short, that other cultures would evolve into being like the Caucasoid cultures of northern Europe. This is no longer the prevailing view. Rather, it is generally accepted that cultures will evolve in their own unique manner.

I believe in evolution, But you have to give Religion a shot.

No nothing evolves. God made it how it is now and has a plan for all and knows before every thing happens. So it is all pre planed.

So as far as Religions no...

But for the normal people that knows better yes it does. It changes with the advancements in the tech world and if crime is up it changes to correct this as well. But again God knew this to it commanded people to hire more police to take care of the problem..

sorry ..

All cultures evolve, but remember this: We are in an age of much travel and integration, this causes the traits that become more significant to be diluted. Cultures that are the most isolated geographically, and sealed off from outside influence and integration would show more obvious traits of evolution, and it would be unique to their environment. Of course this still takes dozens of thousands of years.
