This is a card for the collectible card game Magic the Gathering. Tapping is used to show that the card has been used in a particular turn, generally indicated by turning the card sideways. To tap a card is to make this indication, often to attack or activate a particular ability of the card. I can assume it's a Magic card by the use of the term tap, which the makers of Magic trademarked. Thus other similar games have used a wide variety of other terms for the same activity.

I agree with leons answer. To tap a card means that you are activating a specific card from your hand to how many cards on your side of the field you need to tap or turn it from horizontally to vertically. Another game that has the "tap" terminology is Duel Masters.
