I believe that if a woman reports a rape the doctors offer Plan B to the victim. I would assume that they would offer it whether the sicko had on a condom or not.

I don't know if they automatically give people Plan B during a rape kit but if they do the answer should be Yes because condoms aren't 100% effective.
