Use Geocities tool... I forgot its name, but it's free and very easy to use and publish. Go to geocities.com

Sup, lets start with the simple question, how do I choose my web address? Visit http://www.godaddy.com ($8), or visit http://www.1and1.com ($5). I prefer GoDaddy, because your domain is centralized, meaning if you change webhosts you will not have to jump through hoops to request a transfer.

As for the second question, your best bet is to create a Blogger account at http://www.blogger.com, which is free and simple to use. I would also consider TypePad, which can be found at http://www.typepad.com. TypePad offers more flexibility and templates to make your site unique.

The best thing about Blogger and Typepad is the fact that you do not need to know HTML to make them work. You simply log in through your web browser, insert your content, and publish.

Reqardless of your experience level, do not create a whole website by hand, and do not use FrontPage, it is very counterintuitive. it's too tedious and time consuming. If you are more advanced, meaning you know XHTML and CSS, consider TextPattern - http://www.textpattern.com or MovableType - http://www.movabletype.org, and if you are in the market for a heavy-duty Microsoft caliber website with tons of information, consider Joomla - http://www.joomla.org.

Publishing a website means uploading it to a host. the host will then host it for you, for everyone to see. There are free hosts and there are paid ones. Free hosts, are free, but usually come with advertisements. While paid hosts will give you more options for your website, even your own domain (example: www.yourname.com).
