As many others here have already stated, the Cone of Silence was from the 1960's comedy show 'Get Smart' staring Don Adams as the super-spy 'Maxwell Smart' who works for CONTROL (his spy agency). Don Adams also provided the voice for the cartoon characters 'Tennessee Tuxedo' & 'Inspector Gadget'.
Whenever there was something super-secret to discuss, they used a device called the Cone of Silence. Actually the COS wasn't cone shaped, it was more in the shape an elongated bell. It looked to be made of plexiglass and was lowered from the ceiling to encase the occupants inside (but it was only lowered as far as the table top). The thing is, the COS worked perfectly, too perfectly. It worked so well that when speaking, no one could hear what the other was trying to say. Thus they always had to abandon it use. Really funny stuff.
