I can't be sure, since I haven't seen a lot of anime, but there are many possibilities. Lady Tokimi from the first Tenchi Muyo series came to mind. A quote from one of the characters (Zero), "Lady Tokimi's very existence is impossible, yet she was there, right in front of us." Or Atomsk from the FLCL/Fooly Cooly series, who has so much power (known as N.O.) that he can "steal" whole star systems, and for that immense, incredible ability Atmosk is known as the Pirate King. Also, the Rei Ayanami/Lilith giant with all the wings at then end of the End of Evangelion movie seemed pretty darned powerful (everone in the whole world was, I guess, crucified partially under her). Either her or Eva unit 01.

She is the most amazingly 1-2-3 dimensional character from the Ghost in the shell series from Manga, movie, and TV series.

Tough call...all anime characters have their strong points.
Ok, I'm biased, since Fushigi Yuugi is my fave anime, I'm going with Nakago *boo!!! hiss!!!boo!!hiss!!!* as a potential tournament winner *he does have those devastating chi blasts at his disposal. But then, Tomo can be just as deadly *since he is a master of manipulation with Shin* Course, that will only help them if Seriyu is still alive. Hmmm, must ponder this excellent question.

Alexiel from Angel Sanctuary. She's the third highest being after God himself (in the AS world), and wields a sword made of the soul of Lucifer. o_O I think she's pretty badass because of her spirit and willingness to lead a war as well.
