Does any other lights (side markers,dash board,licence plate) work? Either your switch is fried,or you have a couple problems.The taillights are switched by the headlight switch but are fused separately.The headlights usually dont have a fuse,but the switch acts as a circuit breaker.Check all fuses and check if there are any relays tied into that circuit.
Being 13 years old,something is worn out.
