-12x + 4 = -9x^2
-9x^2 + 12x -4 =0
-9x^2 +6x +6x -4=0
-3x (3x -2 ) +2 (3x -2)

(3x-2)(-3x +2)=0

then if you have to solve for x, you set each set up equal to zero
3x-2 = 0 -3x+2 =0
x = 2/3 x= 2/3

Shift the -12x and 4 to the other side and factor it.
