The second spinner has only 2's on it? If so, then if you spin it 12 times, you will always get 24, therefore the likelihood of getting a sum 24 with spinner two is 100%.
Therefore, the second spinner has a higher likelihood of giving you a sum of 24 (because, for example if you hit all 1's you'd get 12, if you hit 6 1's and 6 2's you'd get 18, etc. I'll leave it to you to figure out the exact probability of getting a sum of 24 on the first spinner, but it's clearly less than 100%.)

um unless i am reading this wrong, spinners are basically dice?
Die A = 1,1,2,2,3,3 for its six sides
Die B = 2,2,2,2,2,2 for its six sides
they are both rolled 12 times and for each roll the outcome was marked and added to the next one and so forth...well it appears pretty obvious...
if u rolled Die A 12 times and every time it hit (1) u'd only get 12 as ur total.
if u rolled Die B 12 times and it all has (2) on every side 2x12=24
this is so easy which makes me thing i'm missing something in the question...???
