There are tours both by bus (expensive, but it includes the tickets o visit the monuments and a tour guide) and by tram (cheaper but no tickets included - the typical hop-on-hop-off option).

Probably the same as in most European countries- go to the main train staion and have a look around outside and you'll find where they all park. 15 euros seems to be an average price to pay for the trip, and you should be able to get on and off the bus as you like at the designated stops, which means you could actually see all the sights on foot but still have transport arranged between them.
