It's not a part of her body. It's a bra. In Hans Christian Andersen's original version(s) of the story, (which is tragic, but altogether a classic), the mermaids were depicted as having no 'shell' covering for their body. Or, at least, in most depictions of all his stories, the mermaids were always illustrated in their 'natural' form. Disney wanted to present a kid friendly version, and so came up with the so-dubbed 'shell-bra'.

It's definitely a shell bra. The old little mermaid didn't have one...or anything else for that matter.

Its most likely part of her body. I only say this because in the movie those shells go away along with the fins or tail what ever its called after Ursala does that *** of a spell on Ariel.

It has got to be a makeshift bra, because I am sure that she just could not find a Victoria's Secret that lasted long in sea water. I mean she wanted to feel sexy but black lace just did not do her justice. I would have chosen sequins for her, match her scales.
