I don't know what agency but they sure do sell the advertising for the TV events. The race on 10-1 had 141 commercials for 66 minutes(jayski.com).

It used to be the Martin Agency, but I don't know if they still are. There is a ton of info on ISC (aka NASCAR) on their wesbite.

NASCAR has gotten so popular they don't need much of an advertising agent. Although, they could use a good consultant to orchestrate a makeover so that some non-fans will stop thinking that racing is a southern, "hillbilly" "red-neck" non-sport akin to professional wrestling.

NASCAR doesn't sell ads. That's the network's responsibility. NASCAR is just like all the other major pro sports when it comes to TV. NASCAR sells a network the rights to broadcast the races. In order to cover their costs, the networks sell ads.

If you're talking about who makes the ads for NASCAR products (the website, online store, car care network, etc.), my guess is that NASCAR Images puts those together.
