Is the Samsung t629 picture quality good?

Most phones have pretty good picture quality. My relative had a Samsung and the pictures were very clear. Also some phones the give you the option to change the quality of the picture to either high/ normal/ basic.

Don't most people buy a phone for the sound quality or reliability. I've never heard of anyone more concerned about the camera quality. If you want a digital camera, buy one. A cell phone will never be as good as a digital camera.
