I am not meaning to sound racist, only interested in the differences in the cultures... I only hear music today about rims, money, hoes, chains hanging low and etc, even my older black neighbors are like this, totally in to their cars and rims and clothes,so it's not just the younger generation...why is this?

Honey, everyone is materialistic. Check Donald Trump, Pamela Anderson, Queer Eye for the Straight Guy, the list goes on and on. It's the culture. Whites express their materialism in various ways and so do Blacks, Mexicans, and Asians - we're all doing it. If we - as a people - were not materialistic, Louis Vuitton, Gucci, Seven Jeans - they'd all be bankrupt. The next time you see a Kate Spade bag check the complexion of the person who is carrying it. Is there any reason on earth that a person needs a $200 bag, except for materialistic reasons?
Any hoo, as far as Black people go - your neighbors, and the Blacks who are singing about money, hoes, and rims - are just a few people out of millions. I'll give you some other references - so you can understand. Check jazz violinist and MacArthur Fellow, Regina Carter; artist and activist Tracy Chapman; author Zora Neale Hurston; and my honey bear, Louis Armstrong. As far as I know neither of them have ever lauded materialism.
I'm glad you asked this question - you're honest - I'm Black and I like that.
Sol

NOT all black people are materialistic. I mean like its true in the majority of music from black people is about rims, hoes, etc but its not realistic. If anything i would assume more white people are more materialistic than black people with trophy wives and fortune 500 companies.

It is just the musuck biznizz. Its what the big corporations sell, mostly to underachiever white punks who want to be gangstas.
Most of the performers are from good schools of performing arts. some are white. Think of it as American porn. pushing the American dream. to all the Burger flippers. Crack heads love it, It matches the condition of their nervous system. But they can't afford to buy the CDs, much less the cars and ornaments they advertise. But look and listen, down the street comes Pimple Duddy. He has a Pimped Ride (10year old Japanese with a noisy pipe) and $4,000 speakers in the Back seat. Out cruisin' with his Homeys. They have the latest downloaded and burned CDs. they sound just about the same as last months CDs. They have to go now, gonna bee bizzy flippin burgers tomorrow, and mom gets upset if he is out too late. The crack heads and Ho's are back on the corner, doing that real moovy dance they do as their nerves die from that crap they are using. Ho's want to sell you the use of their diseased empty bodies, for enough for a couple of rocks. The crackheads want to sell you "powders" for enough for a couple of rocks. You look at the sidewalk and see that the joint filler is dug out as far down as a plastic pen will reach and you realize that they have been mining the sidewalk. Hoping to find a rock of crack that somebody might have lost. It has started to rain and the sidewalk joints are filling with water, but they still keep digging hoping to get lucky. The same music brings the dealer, in a disposable, brand unknown, stolen econocar with stolen plates, and a broken window, no key required. He parks in the ally and the ho's run to beg a rock. because it is cold out and raining and theres no "johns" tonight. but its no way, no, sell your ***, and get money, if you want candy. some dream. some candy. some dream, just dandy. and the crack heads and the ho's circle on the corner by the milk store, like strange moving bugs drawn to the buzzing flickery light. and I finish my cigarette, flick it away, and head home for the night.

Some blacks haven't been able to live the lifestyle that they would like or have been poor most of their life,so when they get a little money the first thing they do to show their wealth is buy clothes, jewelry and etc...

Some people, not just black people, feel that what you wear or drive will get you respect. It's an ignorant point of view.
There are other people who work hard honest jobs and want to show something for their hard work.

I think it has to do with the fact that a HUGE majority come from the ghetto/projects and have never had anything and now feel the need to overindulge and brag.

You're the one being materialistic. There's the material world and the spiritual world. You're obviously not coming from the spiritual world with a loaded question which is all about differences based on skin colour.
