It means even though we know we are going to lose in the beginning(were licked a hundred years before we started, and in this case it means racism, which has been present for a long time), we continue on anyway.
This shows true courage, one of the book's themes. It refers to Atticus defending Tom Robinson, even though they know they can't really suceed.

In other words, even if you are weak or incapable, you should still try to achive what you want to.
Being defeated in the past doesn't mean you will lose in future too.

To be licked a hundred years before starting, means that something appears to be completely hopeless. But just because it appears hopeless, sometimes there are circumstances that can be overcome. So one should ALWAYS try, no matter how hopeless something seems.

ive never actually read this book. but i would imagne that she means, even though we (black people) were held down for so long, doesnt mean that we should give up hope of making great gains of rising to a better place.
