The reason your skin gets flaky is because your skin isnt moisturized prior to puting on foundation. Also, you may be wearing too much liquid and/or powder.
First, use facial cleanser each night - make sure you get the cream/gel cleansers that have the tiny exfoliating micro beads. The beads serves as a gentle scrub that scrubs away the excess loose skin that makes your skin all dry and flaky if you dont cleanse your skin thoroughly enough.
Your skin may also be mildy sensitive to certain facial cleanser products, so before sleeping, swipe on a good oil-free moisturizer made only for your face.
All these steps that comes before puting on cover up liquid/powder foundation is essentially important because it affects the outcome tremendously!
Before applying make up, swipe on a thin layer of moisturizer and waiting a few minutes to absorb before patting on pressed powder.
Try this method! its really simple to follow and get in the habbit of. =)

U are probable using the wrong type of foundation for your skin type. U should use a moisturizer after u cleanse and tone your skin in your daily regimen. Get a foundation maybe try Cover Up again but one that is for dry skin tones so it doesn't get as dry and flaky. U need more that adds more moisture to your skin instead of taking from it. Good luck.

Use Oil of Olay daily moisturizer (or off-brand equivalent) every day before putting on makeup. I normally don't care about this kind of thing but this is one product that works. Don't skip it on the days that you don't put on makeup, either.
