what does this statement mean?

basically ,it means if you live in a society that says we rule by law , you must obey that societies rules and laws
they should be laws,edicts printed material for all to see/acess
if it was someones speech about the subject ,it means the same but is not law , unless a dictator said it
if where it is law ,and a dictator rules, it is open to his interpretation, not societies ,even if he says, they are your rules/laws,he can overide them anytime

That's right. Because we are a society of laws. Without laws, there will be anarchy. We are not free to just go around violating other people civil rights. We are not free just to go kill somebody just because you don't like the way he dresses. We can not just do away with homosexuals. We have to have some sort of law and order and crime and punishment.

society is when a group of people live in proximity with eachother to be safer than living alone. Laws have to be there and be enforced or there is no reason for the society to exist.

This statement means you are being brainwashed to accept unjust laws. Fortunately, you can petition lawmakers to hear your concerns. Unfortunately, they don't read your petitions unless they support a position they've already taken.
