Pluto has been dominated and abused by Mickey and Minnie for so long that he has degenerated to a primitive level like that of his non-speech-capable ancestors.
I mean, look at the way they treat him... keeping him on a leash, making him walk around naked... that's obviously bondage, and if Pluto hasn't broken free of it all these years, you can bet it's because he has been crushed and dominated and made to accept it to the point where he has probably lost all his civilized skills and all memory of the past.
I shudder to think of the way Mickey and Minnie have been treating him all these years. But, what else can you expect from a company whose founder beat an owl to death...?

Pluto is supposed to be more realistic than other animated dogs, that and he was created in the 1930's.
