I will assume you mean you want to have a smaller image displayed in a web page, and when you click on this image you get a larger (enlarged) image showing.

Firstly, you will have to create both pictures. You will have to use a paint program, and other answerers have given some examples of these. I will throw an example for corel paint shop pro (not free), available from
http://www.corel.com/servlet/Satellite?pagename=CorelCom/Layout&c=Product_C1&cid=1152105040688&lc=en

You are best off creating the larger picture, and then reducing to get the smaller image. If you try to enlarge from a small image it will get all distorted and not look any good.

I will presume you know how to create a web page, and that you know how to place images into the web page, using the image tag.

Insert the image tag where you want the smaller image to go in your web page (html).
Create an anchor tag around this smaller image that goes to a new web page that contains the enlarged image.

You will have to make the page for the large (enlarged) image.

If you wanted to know how a server can enlarge an image, it works along the same principles,. except you only provide the large image. I think the language PHP allows you to do this, but I have not looked closely at PHP.

You cannot quite. You maybe equipped to magnify it a bit of with out an excessive amount of degradation, however the extra you attempt to broaden the scale, the more serious it's going to appear. Images are made of pixels, so for those who magnify them, the loss of element can be extra visible. Depending on the way you magnify it, the program or approach of rescaling you employ, it could appear pixelated or extra most commonly than now not, simply blurred. Small graphics simply would not have ample expertise/element to appear well whilst they're enlarged, and there is not any manner of having that expertise/element again.

(1) In your PAINT program, you can use the image/stretch.
(2) In Photoshop, Image/ ImageSize.

Photoshop can enlarge a bit without losing MUCH quality, whereas in PAINT you see the degradation.

you need to provide more information...i don't know if you want to click on a thumbnail and see an image actual size or if you just want to edit some pictures and enlarge the size..

if the latter, then you need a photo editing software (like photoshop)

You will have to mention the program that you are meaning to use for enlargement. Otherwise the answer by VBACCESSpert that mentions "paint" is one good option for you.
