I was wondering if a step-parent needs a medical consent form from the biological parents in case of an emergency. I live in California if that has any bearing.

Not that I know of. If the "STEP" is on the step-parent's insurance. The best resource would be a family law attorney, especially in California with it's flaky family laws.
