Why certainly!
I held my baby boy against my shoulder and patted his back to burp him. Or, if he was fussy, I would hold him however he seemed most comfortable and rock him while I patted his back or rump to soothe him.

Yes, as long as you don't pat too hard (whether you're holding the babe or not). Most people pat the babe's back to burp her while they're holding her on their shoulder.
