the residents of the apartment complex that my daughter lives in are subject to regular inspections by the management..

they say that they are coming in to check the sinks, a/c vents, and sundry other things.. her rental agreement clearly states that she is responsible for all of these items, and does not stipulate that they are allowed in for any other reason then repairs and emergencies..

is this legal?? what should she do?

they are doing the inspections every 120 days or so..

They can't enter the apartment without her permission unless it's an emergency. All states have renters rights laws. Find them in your state. It could be the attorney general website.

Below in sources is what I found on google, searching the terms "tenants' rights by state."

I have signed leases and have had my own tenants using section 8 sign leases that state the management is free to inspect the property on a routine basis with advance notice. For my tenants, this clause is part of the section 8 agreement we must sign in my state. I never exercised those clauses, but who knows if they were exercised against me decades ago when I rented?

Once, 27 years ago ! when my lease had only a clause of the type you mention and no routine inspection clause, my landlady would let herself in and walk all through my apartment.

I know this because I'd suspected multiple visits and then I was home in a small vanity area, with a lockable door, one day when I heard her let herself in. She knocked on the vanity door and I didn't answer, but if she knew I was there, I'm sure she knew she was so far in the wrong, she couldn't challenge me. Since I was in Texas at the time, I had a legal right to shoot her for doing that, I'm pretty sure, as long as she will still in my apartment.

Tell your daughter to read her lease. The lease says it all.
Most apartment complexes perform annual inspections. They have to give at least a 24 hour notice of the inspection date.

The management may enter any time for an emergency situation such as fire or water.
I think your daughter is reading the lease incorrectly. Take another look at it with her.

Q: If your the mom; why do you care? As far as legal I ask this, "Is she going to be annoying and threaten to sue if someone tells you here it's not legal even though the possibility of her having the funds to follow through with a suit is probably slim to non?"

If the lease does not state it, it is not legal and she should contact the property management association where she lives. It is a violation of her rights.

Yes, as long as they notify you when, whether you home or not.
