This refers to a substance that will dissolve in water. Not everything does. For example, sugar and salt dissolve and disappears even though still there. Dirt does not dissolve, there for it is not soluble it just becomes wet and forms mud.

Solubility in water is a property of an element or compound.
It basically gives you, for example, what is the amount of a compound that can be dissolved in water. If you try to dissolve more of a compound than the value of solubility then it will not dissolve beyond the solubility value.
For example, assume that compound A has a solubility of 70 grams per liter of water. If you have 50 grams of A and one liter of water you know u will not have any problems dissolving all the 50 grams.
Now, if you have 100 grams of A and one liter of water, you will be able to dissolve 70 grams and you will be left with 30 grams suspended compound A solids.
Solubility changes with temperature. For some compounds it goes up, for other it goes down.
Some compounds are not soluble in water or are only sparingly soluble. For example, BaSO4.

Solubility in water is basically the ability for something to dissolve in water. In order for something to be soluble in water, it must also be a polar compound like water is. For example, fats cannot dissolve in water b/c they are non-polar. Salt can dissolve in water b/c it is polar.
