The conventional wisdom is that Armstrong thought the phrase up as he rode to the Moon.

However, I have heard from a very a reliable source, that it was actually written for Armstrong by Ted Sorensen, a Kennedy speechwriter. (This has never been publicly acknowledged however.)

By the way, most people heard the line as "One small step for man, one giant leap for mankind." The line was apparently SUPPOSED to be "One small step for A man, one giant leap for mankind," - which actually makes more sense. While NASA and Armstrong claim that the A was lost in the static of the radio transmission, most just think that Armstrong flubbed the line.

He had a prewritten script that he and the higher powers involved wrote together to say when he actually set foot on the moon.
