I would say Portland. I know rental costs in all but Phoenix.
Oregon has lower overall cost of living than either Cal or WA as well. Also no sales tax.

Out of the cities listed Portland is the cheapest. Also we have the best mass transit and the coolest people. It is a big city but it does not feel like one. If you are looking for cheap rentals do not get one in Portland proper go to the suburbs. Milwaukie, Gresham, Gladstone, Tigard, Beaverton.
