how come the guidelines the nea has set do not count as a code of ethics?

In Texas, there is a portion of your contract called "moral intrepidity." In Texas, it is up to the school district to decide what this constitutes. I don't know about the rest of the country, but here in Texas, that could mean getting pregnant out of wedlock.

Good question, though.I'll have to research that.

If you're interested in what is happening in Ontario, Canada you can check the website for the Ontario College of Teachers. This is quite a comprehensive set of professional behaviour standards. Teachers found to be in violation of the code can can be disciplined which might include losing their teaching certification!
