Have a party, of course!!!
Invite all of her friends, but make sure her parents aren't always there, close to her, watching her. That'll prevent her from having any fun.
Once the party's over, have a family celebration, that way her parents won't feel left out.

Now it depends if your talking about with or without your parents.
Now with your parents take her out to eat of her choice. And let her invite one friend. Then after that let go to the movies with
her Friends. But if your parents want to spend a whole day with
her then, ask her if she has any fun activity she can think of.
this way She knows it's her special day. But let her know she
can go to the movies with her Friend later on. If your parents are kind of strick, then thats way she acts shy around them. She
just wants to give them the respect and she probably would
feel if she jokes around she mite her it from your parents.

Have a few friends over for a sleepover and let them give each other a cosmetic makeover. Use the cheap makeup from a dollar store.

Find a beauty shop that will take 6 to 8 of her friends and they can get their hair done nails done makeup etc...some shops supply the food and party bags and you get the cake....sureill

Then have her go somewhere where parents will be separated from her. Some supervised facility where she'll celebrate with her friends and then later celebrate at home with parents.

throw her a themed party.. like.. based on somehting she likes.. like im 17 and im still in love with belle from beauty and the beast.. lol.. so if i were to have a theme it would be that.. or ballroom danicng cuz i love that too.. u kno? u shud kno wat she's into.. that will make her feel more comfortable.. she'll be too excited and overwhelmed to just sit quietly when shes surrounded by somehting she loves. =)

Go to a bolwing alley. I take my little sisters there all the time. it's fun for all of us, plus if you are over 21 they serve beer :-)
