How do I send a fax with high speed internet? I have the program I just cant seem to figure out how.?

I have a filter on the dsl. I get no dial tone.

You will need to connect the modem to the phone jack not the DSL jack.

Check your phone connection. The line with the dsl modem does NOT need a filter.
