Trying to trace the phone number he called from. Not sure of exact location. He hasn't slept or eaten for a couple of days. I'm very afraid for him.

Tell your friend to stay put and see if he can get help there in Coatzacoalcos, rather than trying to go all the way to Veracruz City. He is fortunate that Coatzacoalcos is rather wealthy as it is the hometown of "Pemex", the supplier of gasoline to Mexico. He has a better chance of finding people in a position to help him.

I speak Spanish fluently, but if I didn't, here's what I would do:

1) I'd ask a group of teenagers or college students (the two groups most likely to speak English) where the nearest "American" hotel is --such as a Hilton or a Sheraton-- and then go there.

[NOTE: I did some research and found that there is a Best Western Brisa, located on Av Ignacio Zaragoza No 2001 in the Colonia Palma Sola]

2) Walk in and ask to speak to the concierge. It's likely that this person knows some English.

3) Briefly explain the situation and find out if there is any "travelers' aid" office in the city. Mexico depends on tourists for much of its income and it's possible that such a system to help tourists in trouble has been established. Coatzacoalcos isn't much of a tourist destination, so if there isn't an aid office in town, see if the nearest one can be telephoned to ask for advice.

4) If no help can be found locally, have you or your friend call [91] (5) 250-0123, the 24-hour hotline of the Mexican Ministry of Tourism. They also have two toll free numbers: if calling within Mexico [91] 800-90-392 and from the U.S. 1-800-482-9832. The hotline is for immediate assistance, but it can give you general, nonemergency guidance as well.

5) If necessary, in an emergency, you may also call the U.S. Embassy or the nearest U.S. consulate or consular agency. Consular officers can help arrange the transfer of emergency funds to your friend if he has no money as a result of robbery, accident, or other emergency.
