No. Navy blue looks bad with black pants. I would go with a white buttoned down shirt and DON'T tuck it in. However, the blue shirt would look cute with jeans.

Are the black pinstripes all over the pants?? If they're very bold, you might wanna try wearing something black, white, or dark colored like that navy blue top you were talking about. Then maybe add some bold accesories like a red necklace and bracelet or something to stand out. But if the pinstripes are not as bold, and very discreet, you could practically pull any color shirt off, I would think, as long as it fits the dress attire of whereever you're going.

Navy blue is too dark, wear a lighter color blue or wear a white shirt over the navy to layer it.

personally no. I think that black w/ navy blue doesnt match. But this is what i would wear, a White sparkely shirt, or a brighter color to make it a little more feminine!

i would wear a white dressy button down shirt with the pants. don't tuck it in. and wear a black big belt on the shirt like from bebe or some big black belt.

Personally, I think pink, not a soft pink though, matches best with navy blue. Other colours that go well with navy blue could be a very soft shade of brown, or baby blue, or even violet.

I don't know what kind of clothes you have in your wardrobe, but I would try to stay away from Navy. How about a shade of pink? Like baby pink, or even a hot pink might be nice. Otherwise, white, maybe?
