x^2 - 7xy + 7ax - 49ay
(x^2 - 7xy) + (7ax - 49ay)
x(x - 7y) + 7a(x - 7y)
(x + 7a)(x - 7y)

=x(x-7y)+7a(x-7y)
=(x+7a)(x-7y)

that's the most you can factor.
