That would have to be an attorney named Francis Scott Key who was being held as a hostage aboard a British ship during the War of 1812. The poem describes how the British were trying to destroy Fort McHenry. Undermanned and low on supplies with cannon that weren't having much effect on the British ships,Mr.Key wrote his famous poem on the only paper he had on him. On the back of an old envelope(it's on display in the Smithsonian).
