Yes you can. The Bible commands us to love those who don't love us or hate us. We are commanded to love our enemies and pray for those who persecute us. We are to do good to those who hate us.

By the same person? Well ya...but it depends on the hatred. The opposite of love is not hate but indifference. Love and hate are sisters of each other in that they both have emotion behind them. If it is the same person...maybe you can turn the hate back into love for you.
