I want to turn my a loft into a bedroom for my daughter, but I have been told that I have to put a Window in the roof by law, is this correct, also it is a Council property, if I do require a Window, would the Council give me permission to do this?

The main reason is a leagl bedroom must have an access whether it be window or skylight.
Reason, The acess must be large enough for a firefighter to able to get through a glass opening with his full gear on, so the window size must meet code.

You don't have to be from the UK to know that your daughter could become trapped with no way of escaping or rescue in the event of a fire or become a victim of toxic fumes without proper ventilation.

Depends on where you live. Check at your local court house for housing codes. At least they can tell you where to look.
