well... a small group of them that are on same string are a leaf...
it is shaped this in order to get high consetration of Salts in the leaf and this way to survive the winter (since the water inside might explode the leaf's cell's walls when it frizes and with high salt consetration it wont friz)

Yes, pine needle is a leaf which got reduce to decrease the rate of transpiration.
