Says who?

They can if they're right for the job.

One problem however, will be that when one is up for president a lot of people will vote for him based solely on the reason that he could be the first black president. Mostly blacks will do this (and understandably so) But this will make (a lot of mostly) white people vote with this in mind, to counter act their votes.
This will mean that a black person will probably not win and become president the way the situation is just now. It will probably also make racism worse, ironically.

So yeah in general, we'll need to wait until it's no longer important that a black person win this or that or be noticed. Only that we like the person, think they are right for the job and are able to ignore skin colour. Be it black or white.

This will probably take a long time.

There are certain qualifications for becoming the President of the United States. According to the U.S. Constitution - Article II, Section 1:
No person except a natural born citizen, or a citizen of the United States, at the time of the adoption of this Constitution, shall be eligible to the office of President; neither shall any person be eligible to that office who shall not have attained to the age of thirty-five years, and been fourteen years a resident within the United States.

Theoretically, anyone fulfilling those qualifications could become President. Realistically, a person must have the backing of a political party because it is very expensive to campaign for the Presidency. Colin Powell and Condaleeza Rice have been suggested as candidates for Presidency.

A young person wishing to become involved in politics should learn debating and Robert's Rules of Parliamentary procedure. It is excellent training to become familiar with current events and history. Good practice is to participate in the American Legion Boy's/Girl's State and Boy's/Girl's Nation citizenship training programs. Another good extracurricular program is Young Republicans/Democrats.

I guess they can, but know one has ever wanted to i guess! I don't see why they can't(I'm Not Racist) But if they can't all they have to do is just say it's because i'm Black right! Then they will be able too. And i don't have a problem with Blacks, but everyone knows they do(Not all of them). But some of them.
