1993 Concorde "flasher"?

Where is this located...not in either fuse box..i already looked PLEEEEASE dont tell me its in the steering column :/
my turn signals dont work is this whats supposed to fix them? the turn signal fuse isnt out...just supposedly this "flasher" thing-a-ma-jig

left side of the sterring column under the dash

It is under the dash, It is not easy to find if it does not blink and make noise. Try turning in the signal and lission for the click.
Most that don't blink, do just once then stop, so you have to be fask in locating it.
