What can be done legally to the dealer who engages in such willful deceit?

Call PennDot, at 1-800-932-4600(in PA) or 1-717-412-5300inor out of PA). This is the PennDot Drivers and Vehicle Services Customer Call Center. PennDot handles all the licensing of the Automobile Dealerships in PA, they should be able to steer you in the right direction. I would also contact the state attorney generals office as this is the kind of thing they investigate. Also, tampering with an odometer is currently a federal offense at the felony level, you might also want togive the US Dept of Justice a call and talk to them. Good luck
