Contrary to popular belief, you can't stop the spread with something as simple as government regulation or commitment by the people. You can get it through sex as well as at birth. So do you think the government in some third world country can tell its people to stop having sex and stop having children? It's not going to happen. There are only ways to prevent it from spreading like wildfire (say, education), but no ways to prevent it from spreading altogether.
By the way, you might get a ton of ignorant homophobe answers with this one. For the last time, homosexuals are NOT THE ONLY ONES THAT GET HIV, morons.

in african the life expectancy is 7 years once infected and in the US its 10 years thats from a movement of tech and meds. the real problem is cultural. its still believed that sex with a virgin can cure it so until you can raise the education level to a point that women touching a cow will kill it you will never stop the spread.
in america its almost the same but you have a public school system that doesnt want to talk about sex in general so no education is moving that way and parents are not taking a proactive role in their childs lives to actually say here is exactly why i dont want you to do certain things and here are the dangers and how to avoid them. granted i wouldnt tell my child how to survive something like, a mountain climbing accident as a prevenative but not all people mountain climb and not all kids think about mountain climbing. just kinda dumb in my opinion knowledge is as much a power as a weapon use it wisely

I think it take the goverment and people to stop the spread of HIV.
People should be using protection and get their patner check out if they are consideraring not using protection. This could help but the goverment also need to help because they are people having HIV and don't know i think the goverment should make people get ckeck up at their GPs or something.

There really isn't any way to stop it. So many people have it....one of the people you work with could have it and you would never know it. I don't think it is going to happen anytime soon.
