Unfortunately, Norton products are notoriously hard to remove that's why they created their own tool to remove them. After uninstalling the older verion, you should be able to install the new one. Below, you will find a brief description for the tool but be sure to visit the site to download it and follow the instructions on how to use it:
"The Norton Removal Tool uninstalls all Norton 2007/2006/2005/2004/2003 products from your computer. Before you continue, make sure that you have the installation CDs or downloaded installation files for any Norton products that you want to reinstall. Also, if you use ACT! or WinFAX, back up those databases and uninstall those products manually.
This procedure requires that you use Internet Explorer. If you have this page open in any other Web browser, please start Internet Explorer and open this page in it."

Could be that you need to set up administrator on your computer you need to do this as your computer will not let you uninstall vital services,as for passwords from norton i have never heard of it i use norton and have had no trouble with it,visit norton website they have an automatic help section

erm...sounds like you may have an enterprise edition of NAV.
Where NAV can be configured to ask for Password before you make changes.
Is this a or an ex corporate PC?

uninatall prevoius version properly if over restart comp again and install new if its not workin write symmentac and search in directory and where ur gettin entry related to this delete that and restart it thn do installation it will workkkkkkkkkkk........
