Low income housing is often called projects even after the building and development stage.

I think that name started because that is exactly what they were-projects. The government started putting up these buildings as a way for low-income residents to have a home to live in, but they were meant as a stepping stone. The project was to see, on average, how long people stayed in these apartments before they moved on to their own homes or non-government sanctioned housing.

There's nothing hidden about it. City planners started this type of housing as a "project." Simple as that. The name just stuck. No secret. It was very necessary when it originated and didn't have any negative connotations like it does now.
